Introduction
This guide is intended for the customer to be able to implement the required configuration relating to Dynamic Emergency Calling as it pertains to Operator Connect.
What is Dynamic Emergency Calling?
Dynamic Emergency Calling is a feature of Teams Phone which allows a user’s locations to be provided to an emergency call handler so that accurate information can be given to the inbound emergency services team.
Regulations
Kari’s Law
States you must be able to dial 911 directly without needing an additional 9 for an outside line. Notifications are also required to be sent to relevant users within the corporate office, so they are aware of the call. Finally, your location information which includes the street address needs to be sent to the PSAP.

Ray Baum’s Law
Adds to Kari’s Law to include Location Information to improve the location information down to Floor/Building/Suite etc.
For more information, please click here.
Configuration
The following steps will be reliant on access to your Teams Admin Center (TAC) and Teams PowerShell. You will require your user account to have at least a Teams Communications Admin role assigned.
Step 1: Emergency Calling Policy (Remote Workers)
Users working at home can set their own emergency addresses to allow for accurate dispatch location information.
Please see below for example configuration:
Step 4: Enabling Location Services
To allow automatic determination of location, the host operating system is required to have location services enabled.
Below are some examples of how to enable this.
Windows 10/11
Navigate to Settings > Privacy & security > Location
Let Teams access the location of the device
Mac
Step 5: User Location Confirmation
Please make sure to inform your users to “confirm” the accuracy of the location determined by the operating system via the below steps. If this is not done the call will be required to be screened before routing directly to the Public safety answering point (PSAP).
Navigate to “Calls” application on left of Teams client
In the bottom left corner of the interface click the dropdown where your location is displayed
Click “Confirm”
Testing
Teams Client Verification
You can use the Bandwidth 933 service to check your location and number that’s received on the call. Dial 933 and you call will be answered by an IVR and read back you number and address.
When making a call from the Teams Client calls that are detected as an Emergency will appear as per below.
Note: Calls that are not detected as an emergency call will use your region to normalisation and route the call. This will go out as a normal call without any location information included and will be answered by the PSAP who should verify your location.
Enablement
Make sure to assign the Emergency Calling policy to users that require dynamic emergency calling functionality (LoopUp recommend creating a dedicated policy for dynamic emergency calling related features).
